Uttarakhand Open University launching a course on OER based e-learning in collaboration with CEMCA

1.0 Introduction
Uttarakhand Open University (UOU) was established by an Act of Uttarakhand Legislative Assembly in 2005 (Act No. 23 of 2005) with the aim of disseminating knowledge and skills through distance learning, using the flexible and innovative methods of education to ensure ‘independent learning’. The University uses novel educational programmes, various modes of communication technology and contact sessions to make distance learning more effective. The major objective of the University is to cater to the educational needs of the target groups to create skilled and knowledge based human resource for speedy upliftment and development of the State. The University aims to impart quality education by maintaining high academic standards. The role of distance education is shifting. Traditionally distance education was limited in the number of people served because of production, reproduction, and distribution costs. Today, while it still costs the university time and money to produce a course, technology has made it such that reproduction costs are almost non-existent. This shift has significant implications, and allows distance educators to play an important role in the fulfillment of the promise of the right to universal education. At little or no cost, universities can make their content available to millions. This content has the potential to substantially improve the quality of life of learners around the world. New distance education technologies, such as OpenCourseWares, act as enablers to achieving the universal right to education. These technologies and the associated changes in the cost of providing access to education, change distance education's role from one of classroom alternative to one of social transformer (Caswell, Henson, Jensen, & Wiley, 2008).

2.0 Objective
Uttarakhand Open University have recently constituted OER cell under the School of Computer Science & IT to promote Open Education Resource among its faculty members to design and develop the various courses offered by the University. The strategic objective of CEMCA is to promote co-operation and collaboration in the use of electronic media resources for distance education. Uttarakhand Open University, in collaboration with CEMCA, proposes to launch a programme on “OER based e-learning” for all the teachers of higher education, faculty members of open universities, or any learner who is interested in OER.

The course shall be provided online on moodle platform to all the learners. The main objectives are:

1. To promote OER in designing new courses in the Universities.

2. To provide training to faculty members of higher education for designing and development of OER.

3.0 Fee, Course Credit, Duration of programme and mode of examination

FEE : The course shall be offered free of cost to all the learners. However, the learners opting for the certificate after the completion of course shall be provided with the opportunity for enrolling for online exam on nominal payment. The successful candidate shall be awarded with a certificate of the completion of the course.

CREDIT: The programme shall be offered as a non- credit programme.

DURATION: The programme shall be offered in self-paced learning mode.

MODE: Online programme in moodle platform and the examination shall be conducted online. 

4.0 Role of CEMA
To provide the e-content of the programme for Moodle platform.

To provide training to the experts identified as a facilitator for each module. All the financial expenses in the said training shall be borne by CEMCA.

To bear financial commitment towards the expenses incurred on the expert and participants remuneration, boarding and lodging, T.A./D.A. etc.

To provide supplementary training material to all the participants.

5.0 Role of UOU
The University will launch the programme as a non-credit programme in online mode on Moodle platform. 

The University shall provide the necessary infrastructure for hosting the online programme.

The University shall conduct online exams for the learners who are interested in the certification after  charging nominal fee.

University shall provide the certificate to all the learners who clear the examination.
